NOVEMBER 5, 2007
MEETING MINUTES
Rick Smith called the meeting to order at 5:00 p.m.
ROLL CALL:
Members of the Village Board present: Rick Smith, Sue Bird, Justeen Vollrath, Geri Kowalski, Rod Fisher, and Sidney Hallas.
Excused absent: Dan Lesniak.
Also present: Nichole Starr, Administrative Assistant, and Lisa Myles, Public Works Director, Dan Joling, Shane VanderWaal, and Dick Schneider.
ANNOUNCEMENT OF POSSIBLE CLOSED SESSION:
President Smith announced that the Village Board may convene into closed session pursuant to Section 19.85(1)(g) Wis. Stats.
PUBLIC INPUT:
Justeen Vollrath announced that Judi Akey called and resumes are available for Board Members to review for the Administrator position. Justeen also reminded the Board that the Personnel Committee would like the Board to attend their meeting on Tuesday, November 6, 2007.
KRONENWETTER REDEVELOPMENT AUTHORITY (RDA) - DISCUSSION AND POSSIBLE ACTION ON TIF 4 DEVELOPER AGREEMENT – CRESKE:
The RDA attended the Board meeting to discuss this item.
Sue Bird made a Motion to accept the RDA recommendation to give Creske a 30-day deadline. The Board will not vote until December 10, 2007 for final action. Motion seconded by Justeen Vollrath. Roll Call: Smith-yes, Kowalski-yes, Vollrath-yes, Fisher-yes, Bird-yes, Hallas-yes. Motion approved.
DISCUSSION AND POSSIBLE ACTION ON RIGHT-OF-WAY DEDICATION - KOWALSKI ROAD AND QUEENLAND DRIVE:
Sue Bird made a Motion to approve the right-of-way dedication – Kowalski Road and Queenland Drive. Motion seconded by Sid Hallas. Roll Call: Smith-yes, Kowalski-Abstain, Vollrath-yes, Fisher-yes, Bird-yes, Hallas-yes. Motion approved.
DISCUSSION AND POSSIBLE ACTION ON REVISED PROJECT AGREEMENT FOR THE I-39 KOWALSKI ROAD OVERPASS AND APPROACHES PROJECT (WISDOT):
Geri Kowalski made a Motion to authorize Rick Smith to sign the revised agreement upon arrival with only the one change. Motion seconded by Justeen Vollrath. Roll Call: Smith-yes, Kowalski-yes, Vollrath-yes, Fisher-yes, Bird-yes, Hallas-yes. Motion approved.
DISCUSSION AND POSSIBLE ACTION ON FLOODING PROBLEMS ON CORNER OF PINE ROAD AND COURTLAND:
Justeen Vollrath made a Motion to pass this information onto Public Works to gather more information for further discussion on the November 12, 2007, agenda. Motion seconded by Sue Bird. Roll Call: Smith-yes, Kowalski-yes, Vollrath-yes, Fisher-yes, Bird-yes, Hallas-yes. Motion approved.
CONSIDERATION OF MOTION TO CONVENE INTO CLOSED SESSION PURSUANT TO SECTION 19.85(1)(G), WIS. STATS., TO CONFER WITH LEGAL COUNSEL FOR THE GOVERNMENTAL BODY WHO IS RENDERING ORAL OR WRITTEN ADVICE CONCERNING STRATEGY TO BE ADOPTED BY THE BODY WITH RESPECT TO LITIGATION IN WHICH IT IS OR IS LIKELY TO BECOME INVOLVED – ATC CONDEMNATION:
Sue Bird made a Motion to convene into closed session. Motion seconded by Sid Hallas. Roll Call: Smith-yes, Kowalski-yes, Vollrath-yes, Fisher-yes, Bird-yes, Hallas-yes. Motion approved.
MOTION TO RECONVENE INTO OPEN SESSION:
Sue Bird made a Motion to reconvene into open session. Motion seconded by Sid Hallas. Roll Call: Smith-yes, Kowalski-yes, Vollrath-yes, Fisher-yes, Bird-yes, Hallas-yes. Motion approved.
The Board reconvened at 6:20 p.m. into open session.
DISCUSSION AND POSSIBLE ACTION ON ATC CONDEMNATION MATTER:
Justeen Vollrath made a Motion to instruct Shane VanderWaal to offer $18,000. Motion seconded by Sid Hallas. Roll Call: Smith-yes, Kowalski-yes, Vollrath-yes, Fisher-yes, Bird-yes, Hallas-yes. Motion approved.
DISCUSSION AND POSSIBLE ACTION ON AMENDING VILLAGE OF KRONENWETTER CODE OF ORDINANCES CHAPTER 50 – BUILDINGS AND BUILDING REGULATIONS:
No action taken.
ADJOURNMENT:
Sid Hallas made a Motion to adjourn, seconded by Justeen Vollrath. All members in favor of Motion by voice vote. Motion approved.
