Rick Smith called the Public Hearing to order.
    
ROLL CALL:
Commissioners present: Rick Smith, Sue Bird, Tom Pitcher,
Todd Breaker, Guy Fredel and Bill Udulutch.
 
Excused absent: Tom Jansen,
 
Also present:  Marie Wonsil, Planning Commission Secretary and
Lisa Myles, Public Works Director-Zoning Administrator.
 
PUBLIC HEARING:
 
THERE WAS NO PUBLIC IN ATTENDENCE.
 
a)  ZONING CHANGE request from William & Kathy Champine,
    3618 North Road, Mosinee, WI  54455 from AG-2 Agricultural
    District 2 to Ag.-1 Agricultural District 1. Legal description
    of property is: Beginning at the SW corner of the SE ¼ SE ¼;
    Thence N 0’09’41” W along the west line of the SE ¼ SE ¼
    757.86 ft; Thence N 89’30’42” E 414.00 ft; Thence S 0’09’41”
    E 161.45 ft; Thence N 89’30’42” E 415.33 ft; Thence S 0’18’01”
    W 596.46 ft to the south line of the SE ¼; Thence S 89’30’42”
    W along the south line of the SE ¼ 824.53 ft. to the point of
    beginning. Pt of the SE ¼ SE ¼; Section 22, T27N, R8E, Village

     of property is:Part of the NE1/4 of the NE¼ of Section 13, T27N,
     R7E, Village of Kronenwetter, Marathon County, WI and consist
     of 4.1630 Acres.
 
(c) ZONING CHANGE request from Duane Weyer, 3539 North Road,
     Mosinee, WI  54455 from Ag.-1 Agricultural District 1 to AG-2
     Agricultural District 2.  Legal description of this property is:
     Certified Survey Map, N0. 6787, Vol. 25, Page 187. Part of the
     NE ¼ of Section 27, T27N, R8E, Village of Kronenwetter,
     Marathon County, WI and consist of 9.47 Acres.
 
d) CONDITIONAL USE SITE PERMIT (Application for a Pond)
    request from Duane Weyer, 3539 North Road, Mosinee,
    WI 54455. Legal description of this property is: Lot 1,
    Marathon County Certified Survey Map 14922-67-4
    and consist of 5.56 Acres.
 
CLOSE PUBLIC HEARING:
There were no other questions or comments from the Commissioners.

MEETING MINUTES
 
Rick Smith called the Planning Commission meeting to order at
6:11 p.m.
 
ROLL CALL:
Commissioners present: Rick Smith, Sue Bird, Tom Pitcher,
Todd Breaker, Guy Fredel and Bill Udulutch.
 
Excused absent: Tom Jansen
 
Also present:  Marie Wonsil, Planning Commission Secretary
and Lisa Myles, Public Works Director-Zoning Administrator.
 
APPROVE PLANNING COMMISSION MEETING MINUTES OF
OCTOBER 15, 2007:
Tom Pitcher made a Motion to approve the October 15, 2007
meeting minutes and dispense with the reading.
Motion seconded by Sue Bird.
 
Roll Call on Motion: Bird-yes, Pitcher-yes, Breaker-yes,
Fredel-yes and Udulutch-yes.  Motion approved.
                
DISCUSSION AND RECOMMENDATION ON REQUEST FOR
AMENDMENT TO ZONING ORDINANCE-REZONE
NOVEMBER 26, 2007
 
#1) CHAMPINE
This request is consistent with the Village’s Land Use Plan.
 
Tom Pitcher made a Motion to recommend to the Village Board
approval of amendment to Zoning Ordinance-Rezone
November 26, 2007. Motion seconded by Guy Fredel.
 
Tom Pitcher amended his Motion to include the Findings of Facts
§6.8 (f) of the Village Ordinance. (Copy on file)  Guy Fredel
seconded the amended Motion.
 
Discussion: Creation of a land lock parcel.  Lisa Myles, Zoning
Administrator, explained that an outlot can not be built on.
It is the property owner’s responsibility to create an easement
if necessary.  The Commissioners also discussed wetlands per
DNR inventory mapping and delineation.
 
Roll Call on Motion: Breaker-yes, Fredel-yes, Udulutch-no, Bird-yes,
Pitcher-yes, Motion approved.  4-yes votes, 1 no vote.
 
#2) HEINZEN
This request would promote spot zoning.  B-3 zoning allows
multiple uses and it is not consistent with the Village’s
Land Use Plan.
 
Guy Fredel made a Motion to recommend to the Village Board
to deny amendment to Zoning Ordinance-Rezone November 26,
2007. Motion seconded by Tom Pitcher.
 
Guy Fredel amended his Motion to include the Findings
of Facts §6.8 (f) of the Village Ordinance.(Copy on file).
Tom Pitcher seconded the amended Motion.
 
Roll Call on Motion: Breaker-yes, Fredel-yes, Udulutch-yes,
Bird-yes, Pitcher-yes, Motion approved.
 
#3) WEYER
Sue Bird made a Motion to recommend to the Village Board
approval of amendment to Zoning Ordinance-Rezone
November 26, 2007.  Motion seconded by Bill Udulutch.
 
After a short discussion, Sue Bird rescinded her Motion.
Bill Udulutch rescinded his second to the Motion.
 
Guy Fredel made a Motion to recommend to the Village Board
approval of amendment to Zoning Ordinance-Rezone November 26,
2007. Commissioner Fredel included in his Motion the
Findings of Facts §6.8 (f) of the Village Ordinance. (Copy on file).
Motion seconded by Bill Udulutch.
 
Roll Call on Motion: Breaker-yes, Fredel-yes, Udulutch-yes,
Bird-yes, Pitcher-yes, Motion approved.
 
DISCUSSION AND POSSIBLE RECOMMENDATION ON
CONDITIONAL USE SITE PERMIT (POND)/WEYER:
Sue Bird made a Motion to recommend to the Village Board
approval of the Conditional Use Permit (Pond) for Duane Weyer. Commissioner Bird included in her Motion the Findings of Facts
§ 6.9 (f) Standards of the Village Ordinance. (Copy on file).
Motion seconded by Tom Pitcher.
 
Lisa Myles, Zoning Administrator, read aloud § 8.9 Sub (b)(7)
a., b., and c., for the record.
 
Roll Call on Motion: Breaker-yes, Fredel-yes, Udulutch-yes,
Bird-yes, Pitcher-yes, Motion approved.
 
DISCUSSION AND POSSIBLE ACTION ON CSM(S):
 
CHAMPINE – VREELAND ASSOCIATES:
Section 22, Township 27 North, Range 8 East
 
Tom Pitcher made a Motion to approve the CSM for W Champine,
contingent zoning change approval by Village Board.
Motion seconded by Sue Bird.
                                     
Roll Call on Motion: Bird-yes, Pitcher-yes, Breaker-yes, Fredel-yes
and Udulutch-yes.  Motion approved.
 
HEINZIN-LHM SURVEYING
Section 13, Township 27 North, Range 7 East
 
Guy Fredel made a Motion to disapprove the CSM for J. Heinzin.
Motion seconded by Todd Breaker.
                                        
Roll Call on Motion: Bird-yes, Pitcher-yes, Breaker-yes,
Fredel-yes and Udulutch-yes.  Motion approved.
 
WEYER-CENTRAL STAKING INC
Section 27, Township 27 North, Range 8 East
 
Sue Bird made a Motion to approve the CSM for D Weyer,
contingent zoning change approval by Village Board.
Motion seconded by Tom Pitcher.
                                        
Roll Call on Motion: Bird-yes, Pitcher-yes, Breaker-yes,
Fredel-yes and Udulutch-yes.  Motion approved.
 
DISCUSSION ON TEMPORARY RE-ZONING AND PARCEL
CREATION FREEZE EAST OF BULL JR. CREEK:
Commissioner Fredel explained his concerns regarding approving
zoning changes in the future that may hinder future planning
of land use in the Village.
 
The Commissioners discussed different strategies to begin updating
the Village’s Comprehensive Plan.  A main focus will be to review
the best land use along County Road X, Maple Ridge Road
and State Highway 153.
 
DISCUSSION AND POSSIBLE ACTION ON SMALL GROUP
TO START COMPREHENSIVE PLAN UPDATE PROCESS:
The following Commissioners volunteered to be on the study
group committee to start the Comprehensive Plan Update process:
Rick Smith, Guy Fredel, Bill Udulutch and Sue Bird.
 
Rick Smith will appoint a few citizens to serve on this group
committee. Lisa Myles will also be part of the group committee.
Mr. Smith will also ask a member from both school districts
and Marathon County Planning to take part in discussions.
 
  • First item will be to develop a work plan

Motion by Sue Bird, seconded by Todd Breaker to adjourn.
All Commissioners were in favor of Motion by voice vote.
