VILLAGE OF KRONENWETTER PLANNING COMMISSION
 PUBLIC HEARING AND REGULAR MEETING
MARCH 17, 2008 
 
PUBLIC HEARING MINUTES
 
Rick Smith called the Public Hearing to order at  6:00 P.M.
 
ROLL CALL:
Commissioners Present: Rick Smith, Sue Bird, Tom Jansen,
Todd Breaker, Guy Fredel and John Jazdzewski.
Excused Absent: Bill Udulutch
 
Also present: Lisa Myles, Public Works Director, Bruce Bierma,
Administrator and Marie Wonsil, Planning Commission Secretary.
 
 PUBLIC HEARING:
a.)  ZONING CHANGE:
        A request from HPI Properties LLC PO Box 116, Rothschild, WI
        54474 for a zoning  change from B-3 General Commercial District
        to R-4 Multiple-Family Residence District. A parcel of land being
        part of Lot 2 of Certified Survey Map Number 1517 recorded in
        Volume 6 on Page 201 located in that part of the Northeast ¼
        of the Northwest ¼ of Section 1, Township 27 North, Range 7 East,
        Village of Kronenwetter, Marathon County, Wisconsin, more
        particularly described as follows: Commencing at the North ¼
        Corner of said Section 1: thence N88˚43΄30˝W along the north
        line of the Northwest ¼, 659.83 feet; thence S0˚58΄06˝W,
        33.00 feet to the north line of County Road XX; thence
        S0˚58΄06˝W along the west line of Lot 1 Certified Survey Map
        Number 5838, 321.20 feet to the point of beginning; thence 
        S0˚58΄06˝W along the west line of Lot 1 Certified Survey Map
        Number 5838,8.90 feet; thence S88˚48΄21˝E, 173.91 feet;
        thence S0˚55΄46˝W  along the west line of Lot 3 of Certified
        Survey Map Number 1517, 233.14 feet to the north right of way
        line of Eva Road; thence N88˚31΄42˝W along the north right of
        way line of Eva Road, 332.35 feet; thence N0˚33΄13˝E along the
        east line of Lot 1 of Certified Survey Map Number 1517,
        240.67 feet; thence S88˚43΄30˝E, 160.02 feet point of beginning.

b.)   ORDINANCE AMENDING THE ZONING MAP OF THE VILLAGE OF
       KRONENWETTER
             Section 7.2 of the Zoning Code of the Village of Kronenwetter
             entitled Maps is hereby amended to adopt that map identifying
             the location and boundaries of the Zoning Districts established
             and set forth on said map dated March 24th, 2008. Said map,
             together with everything shown thereon and all amendments
             thereto, shall be as much a part of the Zoning Code of the
             Village of Kronenwetter as if fully set forth and described herein.
 
 
In Favor:
Bernard Kramer, 2150 State Highway 153, asked what changes were
made on the zoning map.
 
Lisa Myles, Public Works Director, stated that once a year the Village
updates the zoning map to reflect the zoning changes that were
approved in the past 12 months.
 
Opposed:
No comments from the public.
 
 CLOSE PUBLIC HEARING:
 There were no other questions or comments from the Commissioners
 or Public.
 
 Rick Smith closed the Public Hearing at 6:07 p.m.

REGULAR MINUTES
 
Rick Smith called the Planning Commission Meeting to order at
6:08 P.M.
 
ROLL CALL:
Commissioner Present: Rick Smith, Sue Bird, Tom Jansen,
Todd Breaker, Guy Fredel and John Jazdzewski. 
Excused Absent: Bill Udulutch
 
Also present: Lisa Myles, Public Works Director, Bruce Bierma,
Administrator and Marie Wonsil, Planning Commission Secretary.
 
APPROVE PUBLIC HEARING AND REGULAR MEETING MINUTES
OF FEB. 18, 2008:
Tom Jansen made a Motion to approve the Public Hearing and Regular Meeting Minutes from February 18, 2008 and dispense with the reading. Motion seconded by Sue Bird.
 
Roll call on Motion: Sue Bird-yes, Tom Jansen-yes, Todd Breaker-yes,
Guy Fredel-yes, John Jazdzewski-yes.  Motion approved.
 
DISCUSSION AND RECOMMENDATION ON REQUEST FOR
AMENDMENT TO ZONING ORDINANCE – REZONE MARCH 24,
2008/HPI PROPERTIES LLC:
Sue Bird made a Motion to recommend to the Village Board approval of Amendment to Zoning Ordinance- Rezone March 24, 2008 for HPI
Properties, LLC.  Motion seconded by Tom Jansen.
 
Discussion:  Rick Smith read the written comments from Commissioner
Bill Udulutch. (Copy of File)
 
The Commissioners discussed the Village’s Zoning and Master Land
Use Plan and the CSM for HPI Properties, which is on the agenda
tonight for discussion.
  
Sue Bird amended her Motion to recommend to the Village Board
approval of Amendment to Zoning Ordinance- Rezone March 24, 2008
for HPI Properties, LLC., with the following conditions:
·         Approval of the CSM for HPI Properties
·         That the Master Land Use Plan be consistent with the Village’s
          zoning map
Tom Jansen seconded the amended Motion.
 
Roll call on Motion: Sue Bird-yes, Tom Jansen-yes, Todd Breaker-yes,
Guy Fredel-yes, (With the two conditions),  John Jazdzewski-yes.  Motion approved.
 
             
DISCUSSION AND RECOMMENDATION ON ORDINANCE AMENDING
THE VILLAGE ZONING MAP:
Tom Jansen made a Motion to recommend to the Village Board
approval of the Ordinance amending the Village Zoning Map. 
Motion seconded by Todd Breaker.
 
Roll call on Motion: Sue Bird-yes, Tom Jansen-yes, Todd Breaker-yes,
Guy Fredel-yes, John Jazdzewski-yes.  Motion approved.
 
DISCUSSION AND RECOMMENDATION ON REQUEST FOR A
POND/BILL KRZMARCIK:
Guy Fredel made a Motion to recommend to the Village Board
to approve the Conditional Use Permit for Excavation for Special
Purposed for Bill Krzmarcik. In addition, that his Motion include
the Conditional Use Findings of Facts
  (Excavation for Specified Purposes). Motion seconded by Sue Bird.
 
DISCUSSION AND POSSIBLE ACTION ON CSM/HPI
PROPERTIES LLC:
WISCONSIN VALLEY SURVEYORS/HPI PROPERTIES LLC. 
SECTION  1 -T27N -R7E
 
Guy Fredel made a Motion to approve the CSM for HPI Properties.
Motion seconded by Tom Jansen.
 
Roll call on Motion: Sue Bird-yes, Tom Jansen-yes, Todd Breaker-yes,
Guy Fredel-yes, John Jazdzewski-yes.  Motion approved.
 
DISCUSSION AND RECOMMENDATION ON PLANNED UNIT DEVELOPMENT (PUD) ORDINANCE:
Discussion:  The Commissioners discussed and agreed on the
following changes to the PUD:
1.)     Page 2 - 19.3(b)  20 acres in total area
2.)     Page 4 – 19.3 (l)  To reword  “Performance Standards”
         to match village zoning code.
3.)     Page 11 – 19.5( b) Fee – To include staff time in covered cost
 
Sue Bird made a Motion to forward the PUD Ordinance to the Village
Attorney for review and comments.  The Commissioners will review
the PUD Ordinance at a future Planning meeting and at that time,
make recommendations to the Village Board.
Motion seconded by Guy Fredel.
 
Roll call on Motion: Sue Bird-yes, Tom Jansen-yes, Todd Breaker-yes,
Guy Fredel-yes, John  Jazdzewski-yes.  Motion approved.
 
Rick Smith asked the Commissioners to discuss the following two
agenda items together and make one recommendation to include
both items to the Village Board.
 
DISCUSSION AND POSSIBLE RECOMMENDATION ON
COMPREHENSIVE PLAN  UPDATE 6.4(P)(2) OF VILLAGE
CODE AND WI STATS. 62.23 (2):

DISCUSSION AND POSSIBLE ACTION AUTHORIZING
VILLAGE ENGINEER TO PROCEED WITH COMPREHENSIVE
PLAN UPDATE PURSUANT TO VILLAGE ENGINEER AGREEMENT:
Discussion: Guy Fredel asked Richard Schneider, SCI, INC to update
the Commission Members on the progress the Small Group Committee
made regarding the Comprehensive Plan Update.
 
The first of the nine elements to be discussed was Transportation.
 
There is a meeting scheduled for April 9, 2008 at the Central WI
Airport to meet with our neighboring municipalities: Town of Knowlton,
City of Mosinee and Village of Rothschild.
 
The following people will also be invited to the April 9th meeting: 
Dave Mack, County Transportation Planner, and Rene Daniels,
Representative for Congressman Dave Obey.
 
 
Rick Smith read the written comments from Commissioner Udulutch.

Richard Schneider, SCI, Inc. stated his company is qualified to
do the update of the Comprehensive Plan.
 
Guy Fredel made a Motion to recommend to the Village Board
to approve authorizing Village Engineer, Richard Schneider to
serve as the Consultant to the Planning Commission and to proceed
with the Comprehensive Plan Update. Mr. Schneider needs to provide
the Village with a formal contract, not to exceed $10,000.00, which
will include cost of deliverables and provide the village with quality
work. In addition, with recommendations from the Village Administrator
and Public Works Director, a Scope of Work document will be developed
for the update.  This scope of work should address the following items:
1.) What work the village wants done
2.) Time frame in which the work is to be done
3.) Price. 
Motion seconded by Sue Bird.

Guy Fredel-yes, John Jazdzewski-yes.  Motion approved.
 
Rick Smith welcomed John Jazdzewski to the Planning Commission.

Sue Bird made a Motion to adjourn, seconded by Tom Jansen.   All Commissioners in favor of Motion by voice vote.  Motion approved.
