KRONENWETTER VILLAGE BOARD MEETING
 
MARCH 10, 2008
 
MEETING MINUTES
 
Geri Kowalski called the meeting to order at 5:00 p.m.
 
ROLL CALL:
Members of the Village Board present:  Geraldine Kowalski, Justeen Vollrath, Sue Bird, and Sidney Hallas. 
 
Excused Absent:  Dan Lesniak, Rod Fisher, and Rick Smith.
 
Also present:  Bruce Bierma, Administrator; Krystal Bokelman, Clerk, and Lisa Myles, Public Works Director/Zoning Administrator. 
 
PLEDGE ALLEGIANCE TO THE FLAG:
The Board and the Public recited the Pledge of Allegiance to the Flag.
 
CONSIDERATION OF MOTION TO CONVENE INTO CLOSED SESSION PURSUANT TO WISCONSIN STATUTES, § 19.84(1)(B) AND § 19.86, COLLECTIVE BARGAINING NEGOTIATIONS – TEAMSTERS UNION CONTRACT FOR PUBLIC WORKS EMPLOYEES:

Sid Hallas made a Motion to convene into closed session.  Motion seconded by Justeen Vollrath.  Roll Call:  Kowalski-yes, Vollrath-yes, Bird-yes, Hallas-yes.  Motion approved.
 
MOTION TO RECONVENE INTO OPEN SESSION:
Introduced by Trustee Hallas
 
Sid Hallas made a Motion to reconvene into open session, seconded by Sue Bird.  Roll Call:  Kowalski-yes, Vollrath-yes, Bird-yes, Hallas-yes.  Motion approved.
 
PUBLIC INPUT:
Bernard Kramer, 2150 State Hwy 153 – Commented on the Planning Commission meeting he attended.  Mr. Kramer stated that he was confused on issues that include Attorney VanderWaal’s correspondence on land division and the comprehensive plan.  Mr. Kramer, as a citizen, is disappointed in the Planning Commission’s ability that was exhibited at the meeting he attended.
 
CONSENT AGENDA:
Trustee Bird introduced the following:
 
a.      Approval of February 25, 2008, regular meeting minutes, and February 25, 2008, closed meeting minutes

b.      Operator (Bartender) licenses:  None
 
c.      Treasurer/Finance Committee
          i.      Approval of Treasurer’s report which includes February vouchers
                  ($3,097,673.78) and February payroll ($62,846.57) and receipts ($93,829.80)
 
d.      Water Utility  (Memo on file)
 
e.      Police Chief  (Memo on file)
 
f.        Public Works Director (Memo on file)
 
g.      Administrator
 
Sue Bird made a Motion to approve the Consent Agenda.  Motion seconded by Sid Hallas. 
 
Discussion:  Justeen Vollrath commented on page 2 under Nicolet Lumber.  Ms. Vollrath also discussed the Treasurer’s Report.
 
Geri Kowalski questioned the railroad crossing expenses.
 
Geri Kowalski discussed the Finance Committee’s request to have an agenda item for the next meeting.
 
Roll Call:  Kowalski-yes, except check number 8668 on the Treasurer’s report, Vollrath-yes, Bird-yes, Hallas-yes.  Motion approved.
 
NEW BUSINESS
 
DISCUSSION AND ACTION ON TEAMSTERS UNION CONTRACT FOR PUBLIC WORKS EMPLOYEES:

Geri Kowalski stated that this item is tabled for the next meeting. 
 
DISCUSSION AND ACTION ON AMENDING SECTION 10-31 OF THE GENERAL CODE OF ORDINANCES ENTITLED HOW CONSTITUTED:
Introduced by Trustee Bird 
 
Sue Bird made a Motion to amend Section 10-31 of the General Code of Ordinances Entitled How Constituted.  Motion seconded by Justeen Vollrath.  Roll Call:  Kowalski-yes, Vollrath-yes, Bird-yes, Hallas-yes.  Motion approved.
 
DISCUSSION AND ACTION ON AMENDING SECTION 10-32 OF THE GENERAL CODE OF ORDINANCES ENTITLED COMPENSATION:

Sue Bird made a Motion to amend Section 10-32 of the General Code of Ordinances Entitled Compensation.  Motion seconded by Sue Bird.  Roll Call:  Kowalski-yes, Vollrath-yes, Bird-yes, Hallas-yes.  Motion approved.
 
DISCUSSION AND ACTION ON VILLAGE PARKS MAINTENANCE AND STAFFING:
Introduced by Trustee Hallas 
 
Lisa Myles discussed the memo dated March 7, 2008, regarding Park Schedule and Maintenance Issues.
 
Geri Kowalski stated that this item would be tabled for the March 24, 2008, meeting.
 
DISCUSSION AND ACTION ON ADOPTING RESOLUTION 2008 – 003 PRELIMINARY RESOLUTION DECLARING INTENT TO LEVY SPECIAL ASSESSMENTS UNDER THE VILLAGE OF KRONENWETTER POLICE POWER PURSUANT TO WIS. STATS. §66.0703 – G3 INDUSTRIES:

Sue Bird made a Motion to adopt Resolution 2008-003 Preliminary Resolution Declaring Intent to Levy Special Assessments Under the Village of Kronenwetter Police Power Pursuant to Wis. Stats. §66.0703 – G3 Industries.  Motion seconded by Justeen Vollrath. 
 
The Board discussed the Preliminary Resolution for G3 Industries. 
 
Roll Call:  Kowalski-yes, Vollrath-yes, Bird-yes, Hallas-yes.  Motion approved.
 
ITEMS TO BE PUT ON NEXT AGENDA:
Review 2006/2007 project spending of funds

Sid Hallas made a Motion to adjourn, seconded by Justeen Vollrath.  All members in favor of Motion by voice vote.  Motion approved.
