PUBLIC HEARING MINUTES
 
Rick Smith called the Public Hearing to order.      6:00 P.M.
 
ROLL CALL:
Commissioners Present: Rick Smith, Sue Bird, Tom Jansen,
Guy Fredel, Bill Udulutch and John Jazdzewski.
 
Also present Lisa Myles, Public Works Director, Bruce Bierma,
Administrator and Marie Wonsil, Planning Commission Secretary.
 
PUBLIC HEARING:
a.)  ZONING CHANGE:
A request For Cindy A. Spatz and Margaret Spatz, 3080 Pine Road,
Mosinee WI  54455 from Ag-2 Agricultural District to R1 Single
family Residence District. Parcel located in the SE ¼ of the
fractional NW ¼ of Section 4, T27N, R8E, Village of Kronenwetter,
Marathon County, Wisconsin described as follows:
 
Beginning at the SE corner of Certified Survey Map No. 14880
recorded in Volume 66 on Page 152 in the Office of the Register
of Deeds for Marathon County; thence N89º45’55”E, along the
North right-of-way line of Pine Road, 31.82 feet: thence
N01º21’44”W, 117.03 feet: thence S89º45’55”W, 27.01 feet
to the NE corner of said C.S.M. No.14880, thence S0º59’26”W,
along the E line of said C.S.M. No. 14880, 117.03 feet to the point
of beginning. Parcel contains 3,441.6 Square Feet or 0.08 Acres.
Subject to all easements of record.
 
IN FAVOR:
Mary Wood, 3070 Pine Road, Mosinee, WI stated she is in favor of
the zoning change.
 
When they purchased the property at 3070 Pine Road, adjacent to
the Spate property, they were told that the property lines were the
existing fence lines.  When trying to replace the old fence with a
new fence, they discovery that the legal description of their property
did not match the location of the fence line.  They are now purchasing
.08 acres from the Spatz family. 
 
OPPOSED:
None.
 
 
CLOSE PUBLIC HEARING:
There were no other questions or comments from the Commissioners
or Public.

MEETING MINUTES
 
Rick Smith called the Planning Commission Meeting to order
at 6:05 P.M.
 
ROLL CALL:
Commissioners Present: Rick Smith, Sue Bird, Tom Jansen,
Guy Fredel, Bill Udulutch and John Jazdzewski.
 
Also present Lisa Myles, Public Works Director, Bruce Bierma,
Administrator and Marie Wonsil, Planning Commission Secretary.
 
APPROVE PUBLIC HEARING AND REGULAR MEETING MINUTES
OF MARCH 17, 2008:
Bill Udulutch made a Motion to approve the meeting minutes from
March 17, 2008 and dispense with the readings.  Motion seconded
by Tom Jansen.
 
Roll Call on Motion:  Sue Bird-yes, Tom Jansen-yes, Guy Fredel-yes,
Bill Udulutch –yes, John Jazdzewski-yes.  Motion approved.
 
DISCUSSION AND RECOMMENDATION ON REQUEST FOR
AMENDMENT TO ZONING ORDINANCE –REZONE APRIL 28, 2008
/CINDY & MARGARET SPATZ:
Sue Bird made a Motion to recommend to the Village Board approval
of request from Cindy and Margaret Spatz for amendment to Zoning
Ordinance-Rezone April 28, 2008.  Motion seconded by Bill Udulutch.
 
Topic of Discussion:
  • This request does not meet the current Master Land Use Plan
  • This parcel is within the new Sewer Service Area
Amendment to Motion:
Sue Bird amended her Motion to include that this parcel is within the
current Village Sewer Service Area.  Bill Udulutch seconded the
amended Motion.
 
Roll Call on Motion:  Sue Bird-yes, Tom Jansen-yes, Guy Fredel-yes,
Bill Udulutch –yes, John Jazdzewski-yes.  Motion approved
 
DISCUSSION AND RECOMMENDATION ON SITE PLAN FOR HPI PROPERTIES LC PROJECT: 8 UNIT APARTMENT BUILDING ON
EVA RD:
Guy Fredel made a Motion to recommend to the Village Board
approval
of the site plan for HPI Properties LLC.  Motion seconded by Sue Bird.
 
Roll Call on Motion:  Sue Bird-yes, Tom Jansen-yes, Guy Fredel-yes,
Bill Udulutch –yes, John Jazdzewski-yes.  Motion approved
 
Guy Fredel amended his Motion to included the Site Plan Review Recommendation as part as the Motion.  Sue Bird seconded the
amended Motion.
 
Roll Call on Motion:  Sue Bird-yes, Tom Jansen-yes, Guy Fredel-yes,
Bill Udulutch –yes, John Jazdzewski-yes.  Motion approved
 
 
DISCUSSION AND POSSIBLE ACTION ON CSM
         A. CINDY SPATZ -  SECTION 4, T27N, R8E
Guy Fredel made a Motion to approve the CSM for Cindy Spatz
contingent on the Village Board approving the Zoning Change
Amendment for Cindy and Margaret Spatz. Motion seconded
by Tom Jansen.
 
Roll Call on Motion:  Sue Bird-yes, Tom Jansen-yes, Guy Fredel-yes,
Bill Udulutch –yes, John Jazdzewski-yes.  Motion approved      
 
 
          B. STONERIDGE DEVELOPMENT  - SECTION 21, T27N, R7E
Tom Jansen made a Motion to approve the CSM for Stoneridge
Development. Motion seconded by Guy Fredel.
 
Roll Call on Motion:  Sue Bird-yes, Tom Jansen-yes, Guy Fredel-yes,
Bill Udulutch –yes, John Jazdzewski-yes.  Motion approved
 
 
DISCUSSION AND RECOMMENDATION ON PLANNED UNIT DEVELOPMENT (PUD) ORDINANCE:
After a discussion, the Commissioners requested that this Ordinance
be sent back to our Village Attorney to review and have him mark
the changes that were made and sign off for his approval.
 
DISCUSSION AND POSSIBLE RECOMMENDATION ON SCOPE OF SERVICES FOR VILLAGE COMPREHENSIVE PLAN UPDATE:
Staff provided the Commissioners with a Comprehensive Plan Scope
of Services.
 
Guy Fredel made a Motion to recommend to the Village Board to
incorporate the Scope of Services presented by our Staff into a
contract with the Village Engineer to perform the Comprehensive
Plan Update. Motion seconded by  Sue Bird.
 
Roll Call on Motion:  Sue Bird-yes, Tom Jansen-yes,
Guy Fredel-yes, Bill Udulutch –yes, John Jazdzewski-yes.
Motion approved
 
DISCUSSION ON MASTER LAND USE UPDATE:
Lisa Myles provided samples of a Resolution, Public Hearing
Notices, Application for Comprehensive Plan Map Amendment
and Comprehensive Plan as a guideline of what steps need
to be taken to update a Master Land Use Map.
 
The Commissioners agreed the Master Land Use Plan should be
reviewed once a year, and it would include all new changes
through that year.
 
The Commissioners agreed to change the time of all future Planning Commission Meetings to 5:30 P.M.
 
ADJOURNMENT:  
Sue Bird made a Motion to adjourn. Motion seconded by Tom Jansen.
